Yup, it is a big old fat joint stuffed with marijuana. It refers to the infamous POT CIRCLE that often forms when people are getting stoned and that it is polite and proper to pass the joint to the left. You ever see THAT '70's SHOW? Whenever they are getting stoned in the circle, the Dutchie is always going to the left. It is nice to see the producers of that show pay attention to pot circle etiquette!!!

Dutchie is "cooking pot". The original was "Pass the Koochie" like someone else said. "Koochie" is marijuana.
