If you use spring water, pretty much anything but deionized or distilled water, you should be ok with only adding 20% of your volume. Just make sure when the water gets turned back on and is safe to use, you do another 20% water change. (Bottled water lacks necessary trace elements to promote growth and a healthy environment.)
Can you use the filter with the missing water? If so, don't worry about refilling it until the water comes on - your fish should be fine. Just keep the water aerated and the temperature steady.
Good luck!

If possible, ask a neighbor if you can borrow however much water you need. If your filter is still going fine, it may be all right for a day or two, but I myself wouldn't chance it.
Drinking water from the store would be all right, just be sure and add the correct amount of conditioner, do NOT use distilled or RO water, both these waters are dead, as in no minerals and such.
When you do get the pipe fixed be sure and run your water for about 5 mins and flush out the pipes and anything else they may have used to repair the pipe.

Missing 20% of the water probably will have no short term effect if your tank is well arated and not crowded. You can buy drinking water from the store (not distilled water for all the minerals have been removed). Make sure that the sodium level is low. Remember that you shoul bring the water to the tempture of the tank. Why don't you take an empty container to a neighbor and ask them to fill it up?

if you want to wait till you get ur water back on...you can go to a pet shop and get drops for your tank that takes the Clorine out of the water...

i wouldn't worry much that little bit of water shouldn't make a huge difference, but i would go buy some cheapo drinking water at the store. Unless its saltwater then i would definitly worry about getting it replaced

yes, it will. Bacteria grows in the tank that keeps the fish alive. If you take that out, the fish could die.

I HAVE PUT ICE CUBES AND BOTTLE WATER IN MY AQUARIUMS AND IT NEVER HURT THEM. JUST MAKE SURE YOU USE SOME KIND OF STRESS RELIEF AND CHLORINE SAFE. EVERYTHING SHOULD BE OK.
