Yes and no. Depends what you mean by 'electricity'.

No electric current flows, since you have an open circuit. However, electrical signals can still flow depending what's happening in the rest of the circuit. The voltage could fluctuate and an electrical signal could 'spill' out the end. In other words, the electrical cable could still function as an antenna.

Electricity is the movement of charged particles.
Don’t confuse the flow of electricity (electrons) with the flow of a liquid in a pipe.

Electricity will only flow when the circuit is closed...when you break (open) the circuit, the current stops.

So, "electricity" will not spill out.

Yes, in exactly the same way as, when a branch is cut, wood spills out or, when a telephone cable is cut, conversation spills out.

High tension wires, certainly! That's why the city wires "slither" around when they get cut or broken in storms etc. Witness what happens when the broken cable touches anything that will conduct electricity.

uless the wire is actualy in contact with the floor, the electricity won't "spill" into the floor

and if does comeing contact with the floor, i think the curcuit would blow

AS YOU KNOW ELECTRICITY IS DUE TO FLOW OF CURRENT IN OPPOSITE DIRECTION OF ELECTRON FLOW.
SO IF CIRCUIT IS OPEN THERE IS NO FLOW OF ELECTRON IN ONE DIRECTION BECAUSE THERE IS NO DRIFT VELOCITY .SO THERE IS NO ELECTRIC FLOW.
