when you get off the plane,
then 19 applies.
on the plane it's 21

it will still be 21.the airlines cant change there rules on a plain.if you go to England,the legal drinking age is 18. now that's great

Until you pass through immigration, you're not technically within the country of destination, therefore the laws of the origin country would still apply.
