When I recall an image to paint, I not only retain the quality, angle & colour of light, the design, the texture or pattern... I remember most clearly the feeling I had when the image first caught my attention. It's the emotion connected to the scene that makes me want to paint it in the first place, and it's the emotion I want to convey with the finished work. The details may fade, but the passion is always retained.

When something catches an artist's eye, there is a connection or feeling that stays with you until you can creatively show it. Artists want to evoke an emotion or show their own through their work. People who aren't interested or don't attach feelings or wonderment to something lose the information and move onto something else.
It's the way you can remember a line in a movie that you thought was funny or clever, a former teacher that inspired you, or you saw an attractive person across the street days ago. Others didn't notice but you took it a step further than just hearing or seeing it. You actually felt something (not to sound too cheesy =)

I think I know what you mean. I, however, am not the artist. It's my son. He is 11 and makes stop-motion animation movies using his computer. He's very good at storyboarding for fun. But when it comes to making the movie, he does it all in his head. He has segues, cut-to shots, special effects, and ambient scenes! His movies tell a story. I don't know how he does it.
When he was little, he would run into the room and say "Mom, I need to draw" and search quickly for paper and pen. It was like he already had something in his head and he needed to get it out! I have mountainous piles of drawings that I cannot bear to get rid of! I have made several albums of them.
I think he's the next Tim Burton or Nick Park!

I'm not as sure that the artist is storing the image so precisely as the artist has the ability to build from the image he/she holds in his mind.
Creativity vs. recall, perhaps?

artists are very visual with everything we do so therefore have a great imagination and can recall a picture perfectly

It depends if you are a perceptive person, do you pay attention to details, and do you have a photographic memory. And you will probably remember it better because it's something that interests you.
