assuming i graduate with a 2.8 gpa will i be evaluated the same as a white female with a 3.0??

Extra points toward admission decision for minority or international status depend on the school.

Come to Canada, we'd snap you up like nobody's business. We like 'minorities' (we call them mulitcultural communities up here) and give them everything. In Canada its the white males who get shafted.
PS: Girls at Canadian universities outnumber us guys, if thats not an incentive, I don't know what is. (PS: Ladies, I'm not trying to be bigoted, I'm just stating the facts)
