I'm not aware of any website for TOTALLY free international calls. There are sites which give you cheaper access, but there is always some cost.
As others have said, try Skype. It's internet telephony, but is only totally free if the recipient of the call also has Skype. Alternatively you can still use Skype via Skype Out which will allow you to call a conventional phone in another country for the cost of a local call in that country.
If you don't want to telephone via your computer and the Internet, there are numbers that you can call which transfer you to international numbers for no additional cost. One I used to use was Just Dial on 0870 7940870 which costs 7.5p per minute for the local UK call.

trouble with skype is to get free calls u need to be calling another skype use. another option is talktalk 3 international where u get free calls to 28 countries. It costs £21 for line rental and all uk calls as well. however i noticed with all IP telephony the quality of the call may not be consistant.

You may want to download SKYPPE, it is a great software for telecom. I can call free to many places. Or use your messenger like MSN, or YAHOO, or AOL.
