In the 1920's most films were silent. Talkies from the 30's unwards were usually in mono rather than sterio so this may seem louder on modern TVs which are usually surround sound.

When movies first started having sound, they didn't always record it like today. Most films today have the sound added in later. THey actually have people come in and talk while watching the film so they have to sinc themselves up with it. In the old days, everything was recorded at once for the most part. So, if someone screamed in an enclosed room, you got all the reverb or echo that would be present in that room instead of a controlled scream in a nice recording studio.

the sound at that was taped separate from the film and when they merge them you can get some weird problems like echoes and the japan film effect (mouths move no sound mouths don't move there talking)
