New Jersey has a very low tornado risk, high incomes but unfortuntely high taxes and high housing costs. NJ does get anything up to a 2 feet of snow per year...

This question also has some relevence to me since I was also looking at moving with similar conditions since I hate snow and I found that Jacksonville, FL was a good place. Its tornado risk and even hurricane risk is pretty low because of its geographical location, its average income is not too bad either as well as the housing/taxes.

Southern California between San Diego and Orange County. And even in the OC itself.

You may want to go to northern Lousiana. There aren't a lot of rules. Also there is not any natural disaster that I know of. Plus no snow.
