In a word, no. Get a PCI card if you have no other choice. Or get a new motherboard if you want the latest and greatest. Here are your, ummmm, "better" PCI choices:

Don't expect to do any amount of very heavy gaming on them.

To answer your second part, the ones contained in the links will be able to run Aero glass but then all the tests done with Vista were either using AGP versions and higher end PCIe versions. It's likely to be a little slower than the AGP versions, it will run but how well depends on the rest of your system. If you don't have at least 1GB of RAM, forget running Vista with Aero Glass. If you don't have at least a 2.0GHz class processor (or AMD equivalent), forget running Vista with Aero Glass. If you don't have a DVD drive, forget installing Vista at all as it will only come in a DVD version.

Vista to run well and smoothly will need something in the area of 2GB of memory, a dedicated graphics card, the faster and more memory, the better. It will also take 8GB of hard drive space installed and will rely solely on the GPU to render the GUI.

I question whether your system is capable of running it because it might be older since it only has PCIe slots.

Nah you need a PCI Expressx16 slot. PCI Expressx16 is the faster VGA card holder on the market right now so if you ever decide to buy/make a computer make sure it has at LEAST one PCIex16. PCI is the slowest, AGP WAS the best but is now outdated and all the cards made for it are much more expensive, and PCIe x16 is the fastest.

no you cant able to put pci express card in pci slot. instead of that you can get pci vga cards with high memory it might helpfull for you

No way. Completely different technologies, and you'll likely break/fry/etc your PCI-e card AND your PCI slot.
