epoxy then they cant get em off! something like araldite, superglue with a swift tap often come loose easily, try not to leave the surface of the table to smooth, give em something to bond to

Hot glue gun and then top with a clear resin compound you can find at any hobby shop. Will give you a clear finish and look great!

Use this glue that comes in a metal "toothpaste" type tube. It's called Goop and it's really strong.

gorilla glue, its like the super of super glues. you will probably have to prime the surface though, you know kind of rough it up to help the pennies stick. you can find this just about anywhere...walmart, target, etc. it will repair or glue just about anything.

Don't forget to clean the pennies too.
If they have oil- frpm fingers, etc. the glue won't stick to them

Get a trowel and cement, then apply the cement to the penny carfully. apply to the table, done!
