You'll need a sewing machine, for sure, unless you want to sew all those seams by hand.
Good fabric scissors, pins, needles and thread.
You'll need a pattern, and the amount of material called for. You'll also need anything else called for on the back of the pattern, such as buttons, zipper, etc. Also, a nice big flat spot, like a kitchen table, to lay it all out on.
And since you don't seem to have a lot of sewing experience, a good How-To book might be called for.

hey lets start off with the basics, design you dress first or purchase a pattern and then gather your materials use a sewing machine if possible or use the good old stuff needle and thread dont forget the zipper snap or hook whatever you desire to close up the dress

like the others said a pattern, fabric, a sewing machine, pins, scissors, thread, and it would be helpful to have a manic-an or someone to try it on so you can pin it. don't try and do anything to extravagant on your first try. just talk to the people at the fabric store most are more then willing to help out.

Hm...let me think...Measure tape, pins, hand sewing needles, thread, fabric, a pattern, eventually tailors makers, a sewing machine, notions and scissors...and skill and patience! Plus, some time as well...hope that helps
