Before you cut into expensive fabric
take a How to Fit sewing class at your
local community college or Fabric Store.
Also get How To sewing books at your Library.
All the best equipment in the world wont do
any good if the gown doesnt fit right.

You need a pattern that fits and if you are not a B bra cup then it's not going to fit properly. Alter the pattern before you use it. Then you need pins, thread, fabric, a sewing machine, scissors (paper scissors and fabric scissors yes you need both!) Pin the dress together to make sure it fits even after you've altered the pattern because the fit will differ depending on the fabric you've chosen.
This is a very ambitious project and you don't sound like the most experienced seamstress. Perhaps you want to enlist a competent friend to help you through.
