Depends on your background and what you mean by innovative and creative. Figure out what you do well and then figure out how you can do this for people so that they will want to pay you. I'm not sure people can give you any more specific advice without knowing your skill set, etc. There are an endless number of companies that you can start without much money but whether you are the right person to do so is another story.
Examples: Freelance writer, handyman, commercial artist, business consultant.
