The Punisher.
Deathstroke lost to Green Arrow twice. Green Arrow got beaten up by the Riddler. Let me say that again - the RIDDLER. By the commutative property, Deathstroke sucks.

C'mon, Deathstroke has taken on the JLA (ok, the B-team) and won.
He can out think Punisher (well, who can't) he can outperform Punisher, and he's just plain mean!
I'm thinking Deathstroke vs Daredevil or Wolverine.
