If you're talking about the book by Kathleen Ann Goonan, it's a novel. It's Science Fiction - it doesn't really qualify as scientific "theory". The book seems to take the position that consciousness is influenced or generated by quantum effects. That has nothing to do with Relativity. Relativity is mainly concerned with time-dilation effects of velocity (especially velocities close to the speed of light). Although, there is some "talk" of relativistic effects being biological or psychological in nature (which is suspect in itself), it's still a big leap from that to using it as some sort of grand theory of consciousness, or to validate Hawaiian mysticism.
