Your birth certificate is an instrument given to you, the state, and retained by the hospital. Any one of these recipients are vulnerable to theft. While the government may not like to admit it, they are fallible. But this is why we have many laws regarding identify theft, including the harsh punishments. Also- if the certificate was stolen from a government institution, there are addition laws being broken, thusly increasing the punishment.

It's easy to get acopy of someones birth certificate if you have the right information
Ussually the office where you apply for it will tell you what you need if you ask.

They don't "steal" the original, they get a copy (just like the copy you can get).
