It's worldwide. I live in the states and there were 15 people killed in a matter of only 3 days in my city alone. It used to be that we could all sleep with our doors open at night when I was little. All of the offenders of these murders were in their teens and early twenties.
I use to work at a juvenile facitlity here and there is nothing being done to help or punish these children that cause harm to another. This story you speak of touches close to home for me because I have a 9 yr old son (10 in a couple of weeks) and I know that I would go nuts on whoever did that to him no matter their age.
First question though, where are their parents and what kind of child-rearing are they giving them? Everything starts at home. If that doesn't work, then society must take over and do something about it.

I have worked with criminals of all ages and believe me, deterrents don't work. Criminals never think they will get caught.
And weirdly, severe punishments don't work either.
The failure with juvenile offenders is more a problem with society and particularly the sound bite society which we currently inhabit. It's not about solutions that work but solutions that the media like or can fit into a soundbite on News At Ten. There are systems that really do work. One popular one is where offenders are introduced to their victims. This has one of the lowest rates of reoffending but The Daily Mail and The Sun say it is "wishy washy liberal crap" so it doesn't get carried forward.
We as society are failing in rehabilitating our offenders and while this goes on then children will continue to get stabbed by others.
Like I say, we need our leaders to do what's right, not what's popular or can fit into a soundbite.

Because if the government keep doing little about it,
eventually the people will BEG for ID cards,
Which the government wants but currently the people dont.
Make / Let the problem get really bad, the people will give up their freedoms willingly.....
Problem / reaction / Solution as they say....
I say drop prison to 16yrs and criminal responsibility to 11.
3 strike rule, after the third, its the army, (Ohhhh People get KILLED in the army..)
1. Iraq etc are BIG deterrants.
2. Saves on the prison System (these kids are obviosly not gonna change with a tint inside, criminals from youth).
3. Teaches a trade (Mechanic, communication systems etc etc)
Which will be usefull upon completion of tour.
4. Teaches respect for your colleagues / Army Unit
5. Some might find army life is for them.
But...
a. no-one has the b@lls to impliment it...
b. Some tw@t will say, ohhh ohhh now your TRAINING KILLERS!!! What a Stupid argument that one is.....

When a child is involved and an act of violence is committed on him, whether it is insulin needles or drug addict needles it is still a totally shocking and completely senseless act for which there will never be any excuse and that the whole of society is completely out of control allowing this kind of situation to happen, the whole world should come down so heavily on the offender that never again does anybody dare to commit such an offence again.

This is just part of an "Anything Goes Culture" which is gradually smashing up our society , whatever the age of the offender little of no punishment is metered out ,= disaster looms this is now a nation containing many Drunken , Drugged up Morons , without morals or values sniggering at and giving a two fingered salute to the law, Proud to be British ? ? ? The goverment doesn't have enough prison spaces to house all the violent people. Neither will they build them as they'd rather spend the money on other things such as war.
I know one day someone is going to try and do something like this to me and I will seriously hurt them. Then I'll be sent down for about 15 years as the Goverment hates vigil-anti's more than violent criminals.
The Goverment needs to be sent packing - it's an absolute disgrace.

this incident was awful, I have been a victim of juvenile crime these last two months, two break ins and my son assaulted with his phone and bike stolen.. I have also worked with juveniles too, we need to ask, where are the parents? as well as what punishment fits these youngsters? prison does not work? special school do not work? parents can often be frightened to punish their kids in case they are accused of harming them, as often these kids will say i will report you if you lock me in my room at night etc, its a complicated situation and the answerer's are dependant on government budgets and strategies, so i guess we are stuffed...
for my part i stood up in my community, tried to talk to them ( was threatened with iron bars and adult collaborated with the kids) - and just kept reporting it.. made a stand, been target for it, but now other people are standing up and saying, its happened to me too.. the police are on their knees, they pick them up.. the courts and social services is what is letting us and the young people down.. the process is a mess, with staff in YOT, probation, social services, courts on their knees...

You know i bet if they did a study and got statistics of juvenile crime and violence in jeveniles i bet you it has increased since they stopped corporal punishment. The schools should still be allowed to discipline and the kids should still get a few smacks from the cane.

because society thinks of offenders as ill in someway. Thats why we are prone more towards "rehabilitation" and not punishment (total scrat btw).

Very sad indeed. There should be an eye for any eye. But before you do that you should bring Islam in your society. Bush is killing not only Afghans, Iraqis and Palestinians but he is also killing thousands of Americans. Why not hang him too?????
