Depending on which college or university you go to public speaking may or may not be part of the core curriculum. For example, if you go to DeVry University, you can substitute an English class over Public Speaking. Usually, most jobs do require you to have some type of communication skills these days and that is why some college or universities do require the prerequisite to take a public speaking class. Certificates programs don't require you to take a public speaking class at all. But I suggest you surf the websites of colleges or universities you are interested in that do not require a public speaking prerequisite. That is the only way you will find a degree program of your interest. Below I have listed institutions to consider without a public speaking prerequisite:

As far as I know all universities require that you take a general education speech class. However, if you have a serious problem with public speaking some universities have different options to replace a public speaking course.

I didn't have to take a public speaking class. In fact, it's not a requirement for any major at my university.
That being said, I often have to give oral presentations to many, many other students and staff. So, I think that many times you will be put in front of a crowd, regardless of your major.
