It largely depends upon what one wants to do with assertiveness.

There are many courses that claim to teach one how to assert oneself by certain actions one learns to mimic. This is an intellectual assertiveness that smacks people [with real self assurance] with its artificiality.

Then there is martial arts, which seeks to awaken acceptance of the Yang energy within oneself. This is often beneficial.

Then one might seek self-awareness via introspection.... which, if successful, often results in overcoming ones fear of the Yang energy within oneself. Various meditative practices can be used for this approach.

Finally, one can pursue a course of psychotherapy with a competent and effective therapist [which is not easy to find, unfortunately].

Personally, I would suggest that you take some time for introspection... and begin by asking yourself: "what purpose is served by being less than assertive?" When you are able to answer this question, you will have unlocked that which prevents you from being assertive.

Being assertive takes an effort on your part. There is really nothing to learn except when to assert yourself and when to relax a little. You know how to be assertive. Just get your ideas known and don't be pushy. Eventually you will train yourself to be assertive. Do a ridealong with a cop in your neighborhood. If he/she is good, you will see an assertive person.

I've got a recommendation... stop asking people for help and start demanding that they tell you where to go...

to get help that is... Tell them that you are looking for assertiveness training, and tell them to give you suggestions.

In all seriousness, there are plenty of self help books and tapes that can help you... try Amazon.com for starters. Or the self help section of your local book store.
