That's a very interesting question. I'm Pentecostal, a group of people who believes in speaking in tongues. It is possible that deafs can speak in tongues out loud,as the spirit gives utterance, (for the rest of you people, please read the book of Acts, Chapter 2, if you do not quite understand what speaking in tongues is about).
I do not know of anyone who actually spoke, but I've heard UPC ministers and missionaries who claims this has happened. I do believe it is possible, as long as the speakers doesn't have any disabilities to their "voice box". It also can be performed in sign language as well.
