Okay, I know everyone's already said it's, 'Orange County' but I beg to differ. It is in fact an abbreviated form of 'Orange Chocolate'.
The original concept behind this TV show were that they all worked in this factory making Orange Chocolates. The factory overlooked a beach which the factory workers stared at through the dusty windows all day where they romanticised what life would be like on the beach and out in the free un-chocolatised air.
