Ask Shawna Robinson, Chrissy Wallace, Erin Crocker, Janet Guthrie or Jennifer Jo Cobb. You can become a NASCAR driver by, well... it helps to start early. If you haven't started yet, you're probably not going to, unless you're 10 years old. It helps to have a family with money, and if your family has racing experience (whether it's behind the wheel, pit crew, or fab), that's a big plus.

they have enough money to start themselves at the amatuer level then if they are good enough to win they eventually get sponsors and turn pro and then qualify for nascar races

If they are poor they start in go-carts or some such minor leagues. If they are rich, then daddy gets them into modifieds or dirt-tracks to start.
