Charly, you're going to get a lot of nonsense, jokes and BS answers to this question. So let me give a serious answer, okay?
I believe there's a great deal of intelligent life out there; because if there is none, it's a incredible waste of a lot of space out there in the universe. Try and wrap your mind around the size of the cosmos, and tell me that in all of that vastness we're alone. I just don't buy it. There HAS to be intelligent life out there. And IF there's intelligent life out there, I think there's a reasonable chance that they are seeking out other intelligent forms, just as we do, and that there's an equally good chance that some of the governments of this world are in contact with them. I can't prove it, of course. And I freely admit I may be wrong.
So, assuming what I just said is right, why does the government keep the lid on this thing? Fear of the impact social and cultural impacts of encountering advanced civilizations, and, fear of causing a general panic in the population.
SOCIAL IMPACT:
Charly, there is a mountain of evidence here on earth of what happens when a scientifically and technically advanced civiliztion encounters a weaker, less developed civilization. What happens is that the weaker civilization has a tendency to wiped out. More often, it simply gets overwhelmed by the advanced civiliztion, and its own institutions get slam-dunked. (This is what happened time and again when Europeans colonized other weaker societies).
And (in my opinion) world leaders who know of ETs keep the secret because they fear that it would disrupt the normal patterns of social and cultural development on this planet.
PANIC.
Charly, imagine how you'd feel if the President came on TV and said that the government and all its armed forces were powerless to stop another nation's forces from coming and going as often as they pleased. Every government has to be able to protect its people or it has no cridibility. If the government admitted that they were dealing with powers so great we can't do anything about them, the nation could erupt in total chaos. And that is something the government can't have.

Statistically, it is virtually impossible for there not to be intelligent life on other planets. There are billions upon billions of planets in this expanding universe, and I believe it is man's arrogance to believe that we are the ONLY intelligent life in the universe.
