For the safety of those who handle the needles. There are a lot of doctors, nurses and attendants that will handle the needle and there are always accidents. If they stick themselves with a sterilized needle it's OK. Also because it would be inhumane to use unsterilized needles. It would be treating the prisoner like an animal (which some people wouldn't be upset about but others might try to sue). Anyway, they use a new needle every time and the needles are packaged sterilized.

Not sure if you are just stating a joke, or if you are really wanting the answer to this question:
but, there is a technique for starting needle IV's on all persons. It is trained in all courses, that you adhere to those techniques, even when training on mannequins or dummys.
Also, all needles come sterilized anymore. You can't buy them unsterile.

Lawyers. Some family will sue because they will claim the guy died from an infection rather than the lethal dose itself.
