I'm helping someone without insurance with a medical bill, due to a trip to the emergency room.

Are payment plans an option? Is there a way to lower the bill? (They seem to have charged more than they would charge an insurance company).

There are many options available. Meet directly with the billing office of the hospital. It is possible to figure out many different payment arrangements to allow you to make the payments and not get bad marks on your credit. It is also possible to bargain down some of the costs of healthcare. Inurance companies are often charged less than "cash pay" patients because the insurance companies have negotiated a set, usually lower rate for procedures and treatments in advance. The financial or billing office may also be able to help direct you in applying for state or federal health care plans, if you qualify. These plans can even reimburse qualified individuals retroactively. Some hospitals also have funds available for patients who have documented financial need.

Every medical facility has its own policy on payments. Go to their office and discuss it with them.
