I don't know what 18USC1505-1521 refers to, If I did I could give you a more definitive answer. I'm not about to look it up right now - rarely practice in Federal Court. A general rule of thumb is Federal Law trumps State Law, however, there may be several procedures you must endure going through State Law before you're ALLOWED to go to Federal Court.
