If so, How should they be disposed of? Is the owner of the parking lot liable for the waste?

First, garbage of any kind thrown out on a parking lot is just wrong.

Second, yes, used diapers with human waste in them are considered a biohazard - mostly because whoever has to handle them to clean up the parking lot is put at risk of disease.

Generally, used diapers can be dealt with like other garbage: put in a plastic bag and collected with other household garbage to eventually end up in landfills. The human wastes will degrade at the dump.

Finally, a culture that would dispose of human wastes on a parking lot is truly a disgusting one.

Yes, wet/messy diapers are considered a bio-hazard due to diseases that could be spread through contact.

The person throwing the diaper away in the parking lot should be the one that is liable but it would be very difficult to prove, therefore it will generally fall on the property owner to be the one liable if someone gets sick or hurt because of the diaper.

The owner is responsible for keeping his property clean and free of hazards that could cause someone harm in any form.

Personally I think that disposable diapers should be outlawed, this is just one reason why.

You can spread alot of diseases thru poop: parasites (including all kinds of worms), hepatitis, salmonella, even HIV (though unlikely)....

Therefore, it's biotoxic.

I used to work as a nurses aid, and all diapers were handled with rubber gloves and disposed of in special trashcans with covers (lined with plastic bags).

Property owners are generally liable for keeping their property clean and up to various health safety codes (keeping grass trimmed, etc). Depending on local laws, they would probably be liable if a dirty diaper caused someone to get sick.

Dirty diapers should always be disposed of in plastic bags and picked up with gloves or tongs (especially if you are NOT the parent!).

I don't know who is liable but the person who put the diaper there in the first place should be fined for littering at the least. As for poop being good for the ground... maybe somewhat, but, not on asphalt. That cause illness and disease from being spread around on the shoes of others. It's disgusting!

God, I would hope so! That's just friggin NASTY! If the parking lot has security cameras, use the video to find out which nasty mofo threw their kid's diaper on the ground instead of a trash can. And then make that person clean it up. If you can't find the skank, then I would recommend thick rubber gloves, like the ones for washing dishes, and double or triple bag it in garbage bags.

Put them in a plastic bag and throw them in the trash. And yes the owner of the parking lot should clean them up. After all, he wants his parking lot to be clean. I don't think they are considered a bio-hazard. If they are, millions of people across the US are breaking the law everyday.

I see it in WalMart parking lots quite often.

The slobs that drop the dirty diapers are liable, but unfortunatly its the property owner that takes the liability.

No, it is organic waste. Put on some heavy duty plastic gloves, get a plastic bag, put dirty diaper in, put the whole thing in another plastic bag and then put in a dumpster.
