cant they put a by pass or build the replacement then cut it in maybe put in a liner

It seems to me that bypassing the corroded part of the pipeline would take just as much time as replacing it. Hopefully the new 16 mile section of pipeline will be constructed from noncorrosive materials.

I guess they werent making enuff money to maintain the thing so they let it rust until its leaking. Now they have to shut it down in an already tight market, so the price will go go up, and they'll make even more money.
This repair should have been made a long tome ago but it sort of serves them that shutting it down might increase the price of the product they're selling.
