At 13, she would only be legally able to work in a "family" business or as most people suggest, babysitting. Which isn't a job but in fact a "business."
She could certainly make money doing it by why not work smart and not hard. She should start coordinating other babysitters in the community and take a cut of what they earn. Her first step would be to recruit her friends who are also probably looking for "money" then proceed to solicit business as any business would do. With flyers, door to door, church groups, etc.
Then she could back end the babysitting customers with lawn service, window washing, etc. The babysitter could be washing the windows while babysitting and making double the money!!!!
She is only limited by her imagination!!!!!!! If she wants some ideas, I believe there is a movie out there called "KIDCO" or something to that effect that may inspire her.

She can not legally work in the US until she is 16 years old. She can babysit and do lawn care, but other than that, her options are limited.

None legally-you have to be 15 with parent permission in the US and 16 without. She can always baby sit.

Well, she should babysite, I babysit its not tough, you can also ask your work if she could have a partime job there.
