It has been legal for women to go topless throughout New York State since the mid-1990's, after a ruling in a Rochester court negating the arrest of seven women for being topless in a public park. Unless local ordinances have been passed to the contrary, you may be topless in NY anyplace a guy can.
Of course, few women walk topless through the streets here, but there are plenty of topless girls on ordinary beaches, sunbathing in areas such as Central Park in NYC or just relaxing topless on their own property.
It's a great feeling...give it a try!

if you go on a cruise((carnival cruise lines)) ship: ecstasy...they have a topless deck....but in new york..a strip club...you can be a cage dancer..((lol))

it is only legal in Florida, Lousiana , and Georgia.
There are also designated areas to do this.
