Tell them just like that- be blunt about it.

Most families have one! My Uncle was a perpetual liar, it was so embarrassing. He had a boring life so he would make up adventures to tell anyone who would listen. We loved him dearly so turned the blatant lies into laughs as much as we could. He died some years ago but my family and I always think of him fondly. Good Luck with this.

Ask that person of he/she is a crack head. If they want to know why you asked, tell them that you thought only crack heads lied as much as they do.
