I don't know how old you are. Parties are fun but going out of control while attending one is unwise and unwarranted. One ought to behave oneself, especially girls for whom getting inebriated can be painful!
Well, as for your second question, it depends how close you know the guy and if so, you are not going to lose anything by tendering an apology to him!
