First of all, There is no "I wanna loose fat here or there".
Fat loss is a 'global' process to the whole body (so to speak). That means that you won't be able to loose fat in specific areas, but in the whole body as a long adaptation process to dieting and exercising. Running is the best you can do. Swimming is also very good, but in my opinion is for people that are too lazy to run hard. Do it at least 5 times a week, 30min per session minimum, preferably in the morning. And make adjustments to your diet (drop fried stuff, eat more salads and fish and never have big meals at dinner) etc etc....

You want to lose weight from your face and stomach...thats great, but you need to know that there is no such thing as spot reduction - when you burn fat, you burn fat from all over your body at once, not in selected areas. Now, moving on to your questions as to what is the best exercise to burn fat? I would definitely say weight training. Cardio (exercising like running and jogging) is great, but it only spikes your metabolism (the rate at which your body burns calories/fat) for about 8 hours. If, however, you give your body a good weight training workout, you raise your metabolism for 2 DAYS. Not only that, but when you lift weights, you build muscle, and the more muscle you have, the more energy (and fat) your body will consume.

You can't just loose fat in one area only, and the only other way is to have it sucked out of your face and stomach.

There are facial exercises to work your face muscles, but I suggest going to Barnes and Noble and reading up on it..

Exercise for your stomach is easy to say, hard to stick with. Cut your food intake by 60%, cut out all sugar (ALL SUGAR), Drink 12 8 ounces of water a day, do regular set-ups, and military set-ups, and if you can find a bar to hang up-side down on and do set-ups up-side down ( work your way up to 200 of each exercise for set-ups).
If you do this for 90 days, you'll see your stomach muscles and a lot of other muscles.
