the answer is actually "D". Both A and B are correct. By altering the tense of the verb you alter it's timeline of action or state of being. For instance, when a verb is used as an action, the sentence would read with the noun performing an action (Tom ran home.). When it is used as a state of being, the noun becomes the action (Tom is tired.) Therefore verbs do show states of being and action both.
