the answer is actually "D". Both A and B are correct. By altering the tense of the verb you alter it's timeline of action or state of being. For instance, when a verb is used as an action, the sentence would read with the noun performing an action (Tom ran home.). When it is used as a state of being, the noun becomes the action (Tom is tired.) Therefore verbs do show states of being and action both.

John ran down the hall. John is the noun, ran is the verb.

A verb shows states of being = B

The answer is D - both actions and states of being.

A verb is a part of speech that usually denotes action ("bring", "read"), occurrence ("to decompose" (itself), "to glitter"), or a state of being ("exist", "live", "soak", "stand"). Depending on the language, a verb may vary in form according to many factors, possibly including its tense, aspect, mood and voice. It may also agree with the person, gender, and/or number of some of its arguments (what we usually call subject, object, etc.).
