I can tell you what it isn't. It isn't used by many on the left side of the spectrum correctly. *LOL* But then they want to redefine numerous other words in the dictionary as well.
The left incorrectly assumes because someone is against a socialist outlook therefore they must be fascist because fascist are against socialism. But that is only one aspect of fascism.
