it is perfectly normal..i asked my doctor the same question...there are a number of factors that can cause this..
1. your made that way
2. childbearing-stretches the skin
3. your sexual activity- oral as well as intercourse
3..your age
try some kegel exercises it shoudl help tighten the muscles and therefore shrinking it some but not much..It is a part of your body and you will have to learn to live with it...Just be careful with oral sex..Make sure your partner is not chewing or sucking to long on it because it will cause it to stretch or to even tear a bit..And believe me that hurts..Hope you question is answered..Good luck

OK first of all the vulva actually refers to all of the external female genitalia not just the labia minora which is what you are referring to. The vigina is the inner portion of the genitalia and is not part of the vulva. To answer your question, yes, it is completely normal to have one side larger than the other.
