This is purely based on newtons third law :-Everyday,a man used to exploit his horse my overburdening it with workload.so,the hosrse tries to escape from him.on day,while the man is loading the goods on the cart,the horse reads newtons third law of motion on a wall.Agter loading,the man asks the horse to move.It refuses saying that every action has an equal and opposite reaction,so if it tries to move,the cart will pull it back,according to the 3rd law.The man is perplexed.at that time,there is a physics professor who is passing by that road.the man tell him the problem.The professor says something to the horse and it agrees to move.What did the professr explain to the horse to make it agree to move?this question is not silly and has a logical approach.

I answered this question (in another form) a week ago.

It is true that the horse pulling the cart will result in the cart pulling the horse. Nothing would move. But take into consideration that the horse is pushing against the GROUND. The ground pushes back on the horse, giving it enough force to carry the cart.

The horse just has to pull once hard to overcome the coefficient of static friction and then for the most part, momentum will keep the cart rolling with little effort from the horse since things in motion tend to stay in motion, according to one of the other laws... 1st lay maybe?

An object at rest tends to stay at rest and an object in motion tends to stay in motion with the same speed and in the same direction unless acted upon by an unbalanced force.

the professor must have told the horse that the more and extra force and energy he applied,the more the cart moves.in other word,
force+effort=movement
