a hawthorn hedge, or any other big thorned bush that can be trained into a hedge, whats more they are legal unlike barbed/razor wire or broken bottles as you haven't put them out to deliberately injure people who climb your wall/fence if a would be intruder injures themselves they cannot sue you.

well having been broke into twice via my side fence and then round the back, i am in the process of hunting for hawthorn or throne shrubs to go either side of the fencing..

The cheapest option would be natural hawthorn. But if you must put up a fence, then just a three foot one would suppice, but paint the top with non drying pain (available from most DIY stores) and as long as you place notices informing people it is non drying paint then they will have no recourse.
