For people who believe dreams mean sth, it depends a lot on what you've dreamed of about that person. In any case, it does'nt matter wheter is a bad or good person, the dream can mean sth all of the same. Also, it's not bad that you dream about a bad person; it only shows, as the person before me explained to you, that you have been thinking about him/her (I feel it's a him, but maybe I'm wrong ;) a lot... That's increasingly probable if it's a bad person, ''cause maybe you got hurt by him/her.
Some people would disagree with me, but this site is about giving opinions, so I tell you, don't be scared there's some kind of curse on you and that's why you're dreaming (I don't know if that's your case, but in any case I mention it, 'cause it happens to some people); most dreams, I almost assure you, have rational explanaition; psychological, medical/scientific/psychiatric, or both.

It could mean lots of things depending the detail of your dream
Dreaming of a bad person could mean a "hatred". You probably don't enough of him subconsciously in reality. Projecting him at night again will release your anger or refill your anger one more. Again, it all depends the detail of the dream

Or possibly your worried or concerned, especially if they are a bad person.
