In order to eliminate non-active membership participation in voting, what can be required?

Strictly speaking Robert's Rules do not address membership validity. Membership depends on rules established in the entity's constitution, articles of organization or laws/bylaws.

A motion to determine the eligibility of a person to vote would be appropriate, provided the underlying rules for eligibility allow such a determination.

If you are referring to non-governmental elections, the organization's constitution or by laws spell out how that is to be done.

For example, the XYZ corporations is having a stockholder's meeting to vote on the new board. The by-laws may allow stockholders who cannot attend to appoint a proxy to vote in their stead.

If you are talking about a primary or general election, the state's laws govern absentee voting.

If you are talking about congress, the Senator or Representative must be present to vote, no proxies allowed.
