There is an address list on an Outlook program on my friends computer the full details of which requires transferring to the addrss book of my Outlook Express.(I don't have Outlook). What do they need to do?

in outlook:
File - Import/Export - Export to a file - Comma Seperated Values (windows), click on contacts, then next. find the location you want to save it to (thumbdrive, etc) and save it as address.csv.

in outlook express:
File - Import - Other Address Book - Text File (comma seperated values) - Import - Browse to find the csv file, double click it and click next a few times. Generally it will set everything right in the next few windows on it's own ... when it's done click close.

You need to save the Address list in Outlook (File, Export) to a .csv file, then use Import in Outlook Express to import from .csv.

I think there is an option to export in Outlook Express format, but I personally prefer the .csv method because one can edit it and also import into other mail systems, for example, Yahoo Mail.
