Blind_chamelion has the right idea. So, if the last line is 1113213211, the next line should be 31131211131221. This is similar to "run length encoding" used for things like compression of images (e.g. GIF). For a given string of digits, we take each "run" of similar digits and render them as nD, where n is the number of digits in the run, and D is the digit itself. Often, n turns out to be 1, but that's okay.
