Considering the fact that nearly 60 % of males dream of having anal sex, and some 40% have actually done it (with either male or female partners), I do not see why a foecal-lined hand is any more dangerous than a foecal-lined rectum.
But I think giving yourself a vomit-job is less yucky. Vomit is actually very sterile, and contains none of the e-coli bacteria that your other medium-of-choice has. But it is rather acidic, so you might irritate the skin of your dick a bit.

it is not okay to use fecal material for masturbation. For one it has a very nasty bacteria in it called e-coli which can migrate up your penis inside your ureters and cause a very bad and nasty infection. it spreads very easily and can make you very ill.
