We naturally build a conclusive devise to our thoughts as we do with speach.

Is that a question mark after your sentence? Was that a full stop that I wrote at the end of my first?

We needed language to reflect how we thought, so came up with markers we could visually understand in terms of our thought process....it is not a chicken and egg thing....

When we come to a satisfactory conclusion. Thought process leads us to decision, decisions open new doors of actions which in turn leads to new thought process. Its a cycle. By practising Yoga , we can bring mind to a peaceful & calm state where thoughts donot unduly disturb us.
To answer your question, we know that we are done with our thoughts when we come to a decision & put it into action.
