This is an old vaudeville bit, which Abbott & Costello did a couple of times as 13x7=28.

The "logic" behind it was this:

When multiplying:
14 x 5 you do the 4 x 5 = 20, then 5 x 1=5. Line them up wrong and add 20 + 5 to get 25.

When adding:
4 + 4 + 4 + 4 +4 = 20, then 1 + 1 + 1 + 1 + 1 = 5. Add them together (rather than treating them as columns to be handled separately) and you get 25.

1x5 = 5
4x5 = 20
------------
=> 25

vice versa:
1 +1 + 1 + 1 + 1 = 5
4 + 4 + 4 + 4 + 4 = 20
----------------------------
=> 25
