There are no adjustments and a new belt also slips. None of the pulleys are locked up or hard to turn.

Have you looked at your owner's manual? There is usually a belt tensioning adjustment somewhere on the mower deck. Better mowers have a built in belt tensioner, and less expensive will usually have an adjustable pulley.

It can be hard to find the adjustable pulley because of the dirt and grass on the underside of the deck, but it should be there. Beyond that, I would use some belt dressing on the new belt, but that is a temporary fix at best.
