Glalie is the evolved form of a Snorunt and cannot be caught in the wild in Sapphire or Ruby. Rather, you'll have to go catch a Snorunt and evolve it.
Snorunt can be found in the Shoal Cave, which is the small cave north of Mossdeep City. You'll note that the tide changes in Shoal Cave, so you can only access certain parts of the cave depending on the tide. To get Snorunt, you have to go during low tide when you can reach the deepest part of the cave; to make things that much more difficult, wild Snorunt only appear at 6 o'clock in that part of the cave.
To catch Snorunt, you'll want to go to Shoal Cave before 6 to give yourself time to get to Snorunt's location. There are Zubat, Golbat, and lots of Spheal so bring appropriate Pokemon. You'll also need a Pokemon with the move Strength. The cave is pretty linear (in that there is only one way to go) so just follow the path until you reach a boulder--move it and take that path. You'll know you're in the right spot when you enter the section of the cave that is icy. There are a few puzzles that require sliding around on ice to solve, but nothing too difficult. If you are in this part of Shoal Cave right around 6 o'clock, you should encounter a Snorunt. Capture it, raise it to level 40 and it will evolve into a Glalie, which is a pretty balanced Ice-type that would be handy taking out Drake and his Dragon-type Pokemon in the Elite Four.

during low tide there is an "ice" part of the shoal cave. snorunt shows up there along with spheals and zubats

u cant find a glalie but u can find its pre-form in shoal cave
