This has been addressed many times here, and that is the term democracy. The Founders of the United States were fearful of a system of government based on democracy. To them, and in reality, democracy is simply rule by majority, in other words, mob rule.
Whatever issue was the important one of the time, whoever could put together a majority of voters would win. No other consideration would be significant. The Founders rightly believed that such a system leads to a dictatorship.
They developed instead a system of representative government as evolved from English Common Law through a written Constitution. Here government exists only within the delegated powers of the Constitution which protects the rights of the minority.
A democracy doesn’t protect anybody.
However, the Founder’s form of government is dependant on a proactive citizenry. Selection of high quality representatives occurs only with a proactive citizenry. A quality government is maintain by a proactive citizenry voting for those representatives and being aware of issues and petitioning for right of redress.
The people control the government. Or rather, the proactive people control the government. Don’t just complain, get involved.

Democracy is an ideal which never actually works. In the UK our voting system is biased in favour of the government already in power, that means we would need quite a large majority to change the balance of power. I think is used in the US and in the UK (among other countries) and the population believe they are in a democracy, but they aren't really.
In essence, your right it is a way of lying to people....but i would say its better than the alternative.

Man is never going to develop the perfect government because man ( including women) is power-happy.
In America, every person who is elected to Congress wants to stay there until he/she dies. The people constantly ask for a Constitutional Amendment which would limit their terms but it never gets past the power-happy Congress.
Once people are elected to the US Congress, they tend to do anything to stay there, lying is one of the many actions they easily take to remain in Congress.
But, as it has been said by others in this column,Democracy, in spite of its short-comings, is a lot better than any one-man-rule government.

The problem is not democracy the problem is people and their innate greed.
You have to lie to the public to make them vote for you while you are raping the land.
Would you rather be a communist? Then they won't even bother to lie to you, they'll just do what they want and shoot you if you protest.
