Your "Heating Element" is overheating causing the "Thermal Breaker" to "Pop", and reset itself after it cools (like a hair drier). Either the vent is obstructed or the "Thermal Breaker" has gone bad. They do weaken if "Popped" to often, you may need to have it changed anyway.

I've never heard of a dryer having this feature, but could it be a safety feature where it shuts itself off if it's getting to hot and then turning back on again when it cools enough to be safe again?

after it stops and after 1/2 hour it starts again , when it starts again does it start again for a couple of seconds than stops? if this is what it does, it's an extra feature in your dryer to prevent the clothes from wrinkling, my dryer also has that feature....

Possibly a bad thermostat. They will shut off when they think it is too hot and resume when cooled down.
